What we know: Key federal panel is expected to approve Trump's arch while it's being challenged in court
Compiled Nov 5

What we know
- The National Capital Planning Commission is expected to give final approval Thursday to Trump's proposed memorial arch near downtown Washington
- The arch would be 250 feet high and is part of Trump's efforts to remake the capital city
- Three lawsuits have been filed opposing the memorial arch
- The commission began reviewing the arch plan in June
- Trump appointed Mark Paoletta, general counsel for the White House Office of Management and Budget, to chair the 12-member commission, and two other commissioners are White House aides
- U.S. District Judge Tanya Chutkan ruled that she must be told of any decision by the planning commission within an hour
What we don’t know yet
- Whether the judge will rule to block construction as early as Thursday
- Whether the special-use permit for the construction company has been issued
Open questions
- Will the judge block construction before or after the commission's vote?
- Will Congress intervene now that Democrats control Congress after the midterms?
- What will happen to the three pending lawsuits if construction proceeds?
- Will the special-use permit for the construction company be issued?
